Highbeam is a mutant firefly and a member of H.A.V.O.C..
History
In Cry H.A.V.O.C.!, Highbeam and Overdrive search for and find the lens they've been looking for at City University. When Leonardo and Michelangelo arrive, they are knocked away by Overdrive, who grabs the lens, while Highbeam fires his heat ray at the floor to keep the Turtles from following them. The fire spreads, thus trapping Leonardo and Michelangelo in the burning lab.
H.A.V.O.C. work to create a Sky Platform in H.A.V.O.C. in the Streets!. Highbeam communicates with Titanus when the Sky platform is complete. Titanus tells him to get his Flux Transformer, so they can begin their conquest of the humans. When they reach the base where the transformer can be found, Titanus instructs Highbeam on how to land. However, the Turtles have arrived, and Titanus rants about not being able to get rid of the reptiles. Highbeam tells him to relax and that he'll sizzle the shellbacks. As Highbeam leaves the communication station, Titanus shouts at him not to use his powers aboard the Sky Platform. When H.A.V.O.C. locates the Turtles, the guys have reached the main engine. They run to stand in front of him and then try to anger their enemies. Raphael grabs Highbeam's arm, swings him around, and throws him to the floor. Then Raphael taunts him by saying he couldn't hit the broad side of a barn. Angered, Highbeam unleashes his power, hitting the engine instead. It causes a chain reaction that destroys the engines. Seizure calls him a fool and yells to get to the escape pod because they are going down.

He can fire heat rays from his eyes.
